Oregon OSHA has great site and they even have quizzes on it.

Basically your rule of thumb for what needs an MSDS is anything being used to clean with besides plain water.

'But food items are cleaning products so they don't need an MSDS...'

If it is intended for consumption then no you don't need an msds.
If it is intended for cleaning you DO.

Also if you want to try to tell an auditor it is on your cart/in your janitorial closet yet is for consumption have fun explaining to them WHY items are for consumption are being stored with cleaning chemicals.

Give it a try and see how long your customer keeps you around after they get fined for that one
